The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are conducted: hopeful statements are released from different nations. Significant resources is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from Russian territory, a ability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and further power outages.

Ongoing Risks

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from believing that the current condition will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its favour.

Present Conditions

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
